Martial arts star Steven Seagal stars in this action drama as Jack Taggart, an undercover agent working for the Environmental Protection Agency. When an EPA representative is murdered in a small Appalachian community, Taggart is sent in — posing as a handyman working with a Christian relief agency — to find out what happened. Taggart discovers that Orin Hanner ( Kris Kristofferson ), a powerful local businessman, has been illegally dumping toxic waste which has been leading to serious health problems among children in the area; it seems that the murdered agent knew too much and was killed to keep him quiet, a scenario the unscrupulous Hanner would be all too willing to repeat. Taggart becomes involved with Sarah Kellogg ( Marg Helgenberger ), a woman whose father also died under circumstances that trace back to Hanner. Harry Dean Stanton co-stars as Cotton, former member of The Band Levon Helm plays a preacher, and country music stars Travis Tritt and Randy Travis appear as themselves. — Mark Deming

Story Synopsis:
Seagal stars in this eco-thriller as EPA Marshal Jack Taggert, on a mission to help a small town tucked away in the beautiful Appalachian Mountains of Jackson, Kentucky. Taggert is there to find out who is dumping toxins into the abandoned mines nearby. The locals don’t take a liking to Taggert-they’ve either been paid off or scared into silence about the disposals. But Taggert knows that if someone doesn’t stop who’s responsible for poisoning the Earth, Jackson will turn into a toxic wasteland.

DVD Picture:
The DVD, when viewed in the anamorphic format, is dramatically superior to the LaserDisc in all imaging aspects. Color fidelity is much more vibrant, exhibiting a natural quality that is subdued on the LaserDisc. Vertical and horizontal picture resolution is dramatically sharper and more detailed on the DVD. While the LaserDisc is matted at 1.92:1, the DVD’s anamorphic and letterbox aspect ratio is 1.78:1.

Soundtrack:
The LaserDisc and DVD Dolby® Digital 5.1 discrete soundtrack has extreme moments, one of them being a semi-truck push-shove battle with a pickup truck and another of a mine cave in explosion that is sonically fantastic with aggressive .1 low frequency effects. These effects produce deep and powerful bass at high SPL, complemented with aggressive discrete surround effects. The PCM matrix doesn’t compete with the split surround energy or .1 low frequency effects, but is satisfying, nonetheless. Otherwise, the soundtracks produce subtle ambience with occasional discrete aggressiveness.
